In the same skillet, sauté the onion and garlic for 2-3 minutes until fragrant.
Assemble in the Crock Pot:
Add the sautéed onion and garlic to the crock pot along with the seared steak.
Layer the bell pepper strips on top. Pour in the diced tomatoes with their juice, soy sauce, and Worcestershire sauce. Sprinkle in black pepper, paprika, and red chili flakes if using.
Cook:
Cover the crock pot and cook on low for 6-7 hours or on high for 3-4 hours, until the steak is tender and the flavors have melded together.
Thicken the Sauce:
About 20 minutes before serving, mix the cornstarch with water to create a slurry. Stir it into the crock pot and let the sauce thicken slightly.

Serve the pepper steak hot over steamed rice or noodles for a hearty and flavorful meal.
